        Yunlin Offshore Wind Farm

        PROJECT

        With its 640MW installed capacity, the Yunlin Offshore Wind Farm, located in the Taiwan Strait, is one of Taiwan’s largest offshore wind farms.

        Located between 8 and 17 km off the west coast of Taiwan at water depths ranging from 7 to 35 m, the 82 km² project area comprises 80 wind turbine generators, whose generated electricity is feeding into the Taiwanese power grid via two onshore substations located near the townships of Taixi and Sihu in Yunlin County. Electricity from the project is provided to Taiwan Power Co. (TPC) under two 20-year power purchase agreements and provides enough clean energy to serve the energy needs of more than 600,000 Taiwanese households.

        The project is backed by a strong financial consortium established in 2019, including Taiwanese and international banks alongside export credit agencies.

        Technology

        Bringing the Yunlin OWF to life has been a remarkable journey, marked by the successful installation of key components such as monopile foundations, export (EXP) and inner array grid (IAG) cables, wind turbine generators (WTGs), and two onshore substations (SUBs). The project team meticulously executed each phase, ensuring efficient operations and maintenance strategies were developed and put into force. This comprehensive approach not only underlines the project's commitment to deliver sustainable energy, but also highlights the collaborative effort required to achieve such a significant milestone in Taiwan's renewable energy landscape.

        • MONOPILE FOUNDATIONS: 80 monopile foundations, each with a diameter of 8m and each equipped with a transition piece connecting the monopile foundation to the WTGs, were chosen for the project. These robust structures were engineered to withstand harsh marine environments and ensure the stability of the WTGs. Once installed, only the transition pieces are visible above the water line, and these are equipped with a dedicated boat landing and a working platform for easy maintenance access. The design warrants strong and reliable foundations, ensuring the Yunlin OWF's resilience and efficiency in harnessing wind energy.
        • EXPORT AND INNER ARRAY GRID CABLES: The extensive network of export (EXP) and inner array grid (IAG) cables, which is crucial for transmitting electricity from the WTGs to shore, was a key focus of the localisation effort. To connect the individual 80 WTGs and transmit the generated electricity ashore to the two onshore substations, 270km of submarine cables, split into 12 strings were installed, supported by state-of-the-art horizontal directional drilling (HDD) technology and specialised installation vessels.
        • WIND TURBINE GENERATORS: Siemens Gamesa Renewable Energy (SGRE) 8.0-167 Direct Drive (DD) WTGs, with a rotor diameter of 167m and a hub height of 110.5m, were selected for the Yunlin OWF. Each WTG generates 8 MW, with 80 WTGs installed between 2021 and 2024, totalling 640 MW. These WTGs feature enhanced moisture resistance and a new cooling system, ideal for tropical climates and harsh environments. The installation of WTGs has been pivotal for the Yunlin OWF. Each meticulously installed and rigorously tested WTG is a testament to the collaborative effort and forward-thinking vision driving Taiwan towards a greener, more sustainable future.
        • SUBSTATIONS: A substation is one of the most technically complex units within an offshore wind farm project. Besides collecting electrical energy from the WTGs, it serves as the central inter-connection point, transforming electricity and feeding it into the domestic transmission system. On the Yunlin OWF two almost identical onshore substations were designed and built, each connected to 40 WTGs. Located on Taiwan's west coast in Yunlin County, one substation is located in Taixi Township and the other in Sihu Township. Each substation includes multiple floors, housing the 66/161 kV transformers and various support infrastructure and equipment, located in dedicated service rooms.
        • OPERATIONS AND MAINTENANCE: The operations and maintenance (O&M) team ensures that the Yunlin OWF runs efficiently, delivering clean energy for years to come. The O&M team focuses on ongoing management and servicing of equipment to ensure optimal performance and reliability. Key activities include routine inspections, preventative maintenance and repairs, minimising downtime and maximising energy production. Advanced data analytics and monitoring technologies predict equipment failures and optimise operations. Effective O&M practices extend the offshore wind farm's lifespan and reduce operational costs, essential for the sustainability and efficiency of renewable energy systems.

        RESPONSIBILITY

        Lasting Value for the Environment and Local Communities

        A significant part of the Yunlin OWF was actively reducing the environmental and social impact of the project through local initiatives. The project team engaged local communities to create a vision of green energy transformation and aid the development of local well-being.

        The project team believes that greater industry and academia collaboration along with the cultivation of green energy talent will play a crucial role in combating climate change and forging a sustainable green future.

        Local Partnerships

        The Yunlin OWF demonstrates a commitment to local partnerships, fostering industry growth and strengthening Taiwan's green energy sector.

        As part of the key localization initiatives including 40 monopiles and 40 transition pieces, the project team has partnered with Taiwan's leading manufacturers, Formosa Heavy Industries (FHI) and CTCI Machinery.

        Moreover, Yunlin OWF has set several records, including the first successful localization of foundations, inclusive of transcontinental technical collaboration, whereby the project team has assisted to optimise the production process and reduced the manufacturing time for transition pieces to five days. Also, the Yunlin OWF was the first project to commit to long-term charter locally build Crew Transfer Vessels (CTVs).

        Black-faced Spoonbill Satellite Tracking Program

        This 4-year program has created the world's largest database on the migration routes and flight behaviours of Black-faced Spoonbills, providing invaluable insights into their avoidance patterns regarding onshore and offshore wind farms and WTG operations. Through the program, the Yunlin OWF team supported the identification of habitats that are crucial for the Black-faced Spoonbill's survival.

        This program has been honoured with Taiwan's most prestigious corporate social responsibility awards: the "Asia-Pacific Sustainability Action Award (APSAA)" and the "Taiwan Sustainability Action Award (TSAA)".

        Looking ahead, the Yunlin OWF will continue to share key insights on Black-faced Spoonbills and remain dedicated to sustainable actions that support the development of green energy projects, contributing to Taiwan's energy transition and biodiversity conservation efforts.

        Further Activities and Engagement

        • YOUTH ENTREPRENEURSHIP GRANT PROGRAM: YWPC has partnered with the Yunlin County Government and established a TWD 100 million grant program, dedicated to local young entrepreneurs.
        • OCEAN FESTIVAL In summer 2024, the Yunlin OWF hosted the festival attracting hundreds of local visitors, who enjoyed interactive marine ecology games and an exhibition.
        • OCEAN CLEAN-UP INITIATIVE To promote environmental protection and sustainable development, YWPC’s initiative in collaboration with local partners, collected over 1,300 pieces of waste and plastic.
        • ENVIRONMENTAL EDUCATION Introducing interactive picture books to engage children in learning about the oceans, the Taiwanese White Dolphin, and the role of offshore wind farms in mitigating ecological impacts.
